29 November – 1 December

10th All-Russia Congress of Judges took place in the State Kremlin Palace.

The Congress is the top judicial body in Russia, authorised to adopt decisions on all issues of the judiciary’s activities, except those assigned to qualification boards of judges and examination commissions. The Congress sets the court system’s development trends for the next four years. This Congress was planned to be held in 2020, but was rescheduled due to the COVID-19 pandemic. Being the first anniversary Congress, it also coincided with the Centennial of the Russian Supreme Court.

Over 800 delegates from courts of all tiers and regions attended the event, along with a number of Chief Justices and senior judges from foreign countries. The solemn part of the Congress featured addresses by Russian President Vladimir Putin, President of the Constitutional Court Valery Zorkin and Chief Justice of the Supreme Court Vyacheslav Lebedev.

17 November

Chief Justice Lebedev took part in the 18th Conference of Chief Justices of Asia and the Pacific. The event, presided by Hong Kong SAR Chief Justice Andrew Cheung and New South Wales Chief Justice Andrew Bell, who is also Chair of Judicial Section of LAWASIA, gathered senior judges from 31 countries, including China, India, Indonesia, Kazakhstan and Vietnam among others.

The participants discussed a broad range of topics from case management to judicial education and well-being, with Chief Justice Lebedev addressing the issues of enhancing public trust and confidence (English text here).


15 November

The Plenary Session of the Supreme Court of the Russian Federation, gathering remotely, has adopted a number of rulings. The first one is titled “On Court Application of Norms on Compensation for Non-Pecuniary Damage” (Russian version). The other two are aimed at introducing draft laws to the State Duma of the Federal Assembly of the Russian Federation, aimed at amending the Criminal Procedure Code and the Code of Administrative Judicial Proceedings. As regards criminal proceedings, it is suggested for the judge to only announce the introductory and operative parts of the court sentence when reading it out in the court session. This does not relieve the judge from preparing the sentence in full volume. The proposed amendments on administrative proceedings are aimed at further increasing the accessibility of justice and making it more effective.

The Plenary Session of the Supreme Court of the Russian Federation gathered via web conference. In particular, it has adopted Plenary Ruling “On Court Application of Legislation on Compulsory Motor Third-Party Liability Insurance” (Russian version).


1 November

The Plenary Session of the Supreme Court of the Russian Federation convened remotely. In particular, the participants discussed a draft plenary ruling on court application of norms regarding redress for non-pecuniary damage. It has been decided to further edit the document.


18 October

The Plenary Session of the Supreme Court of the Russian Federation gathered online. One of the topics on the agenda was the draft plenary ruling on court application of legislation on compulsory motor third-party liability insurance. A number of suggestions have been made to improve the draft.


21 September

Chief Justice Lebedev and Justice Elena Borisova took part in the BRICS Justices Forum organised by the Supreme People’s Court of the People’s Republic of China. The event, opened by Chief Justice and SPC President Zhou Qiang, was also attended by President of Brazil’s Supreme Federal Court Rosa Weber, the Chief Justice of India Uday Umesh Lalit, Judge Boissie Mbha of South Africa’s Supreme Court of Appeal and other delegation members.

Chief Justice Lebedev spoke about the use of IT and judicial big data in the work of Russian courts, while Justice Borisova addressed the topic of dispute resolution mechanisms for international commercial matters. Photos from the event are available here.


18 August

Chief Justice Lebedev took part in the 17th Conference of Chief Justices of Shanghai Cooperation Organisation. This year’s conference was conducted in Dushanbe, Tajikistan. The main topics discussed at the event included alternative types of criminal punishment, administrative judicial proceedings and special features of consideration of adoption cases. Representatives of the Supreme Courts of China, India, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan participated in the exchange.

28 June

The Plenary Session of the Supreme Court of the Russian Federation gathered via web conference. In particular, the justices voted to adopt two previously discussed plenary rulings, “On Certain Issues of Judicial Practice on Criminal Cases regarding Crimes against Justice” (Russian version) and “On Certain Issues of Court Application of Chapter 22 of the Code of Administrative Judicial Procedure of the Russian Federation and Chapter 24 of the Commercial Procedure Code of the Russian Federation” (Russian version). It has also been decided to introduce amendments into certain plenary rulings on criminal cases.


14 June

The Plenary Session of the Supreme Court of the Russian Federation convened remotely. In particular, the justices discussed a draft plenary ruling on application of provisions of administrative and commercial procedure legislation regulating the challenge of decisions and actions of state bodies, local self-government bodies and their officials.


7 June

The Plenary Session of the Supreme Court of the Russian Federation gathered online. In particular, it adopted a Plenary Ruling “On Court Application of Legislation Regulating the Calculation and Manner of Expungement of Criminal Conviction in Consideration of Criminal Cases” (Russian version). The justices also discussed a draft plenary ruling regarding crimes against justice. Furthermore, it was decided to present draft laws to the State Duma of the Federal Assembly of the Russian Federation, introducing amendments regarding the work of justices of the peace.


31 May

The Plenary Session of the Supreme Court of the Russian Federation convened via web conference. In particular, amendments were adopted into Plenary Ruling No. 19 of 27 September 2012 “On Court Application of Legislation on Justifiable Defence and Injuries Caused in Apprehension of a Person That Committed a Crime”.


26 April

The Plenary Session of the Supreme Court of the Russian Federation gathered remotely. In particular, a draft plenary ruling was discussed regarding the calculation of the period and the manner of expungement of criminal conviction.


5 April

The Plenary Session of the Supreme Court of the Russian Federation convened online. Among other issues, the justices voted to introduce amendments into two earlier Plenary Rulings, No. 10 of 18 April 2017 “On Certain Issues of Court Application of Provisions of the Civil Procedure Code of the Russian Federation and of the Commercial Procedure Code of the Russian Federation regarding Simplified Proceedings” and No. 62 of 27 December 2016 “On Certain Issues of Court Application of Provisions of the Civil Procedure Code of the Russian Federation and of the Commercial Procedure Code of the Russian Federation on Court Order Proceedings”.


9 February

A conference of judges of courts of general jurisdiction and of commercial courts of the Russian Federation took place in Moscow. The event, held via videoconference, was dedicated to discussing the results of work of the courts in 2021 and setting the priorities for 2022. The conference was opened by Russian President Vladimir Putin, who praised the work of the apex court and of the whole judiciary.

Vyacheslav Lebedev, Chief Justice of the Supreme Court of the Russian Federation, presented a report regarding the work of the court system. He pointed out that despite the ongoing pandemic, the administration of justice never stopped and the courts managed to consider over 39 million cases in total.

Speaking about commercial proceedings, the Chief Justice pointed out the protection of rights of foreign investors. 13,800 cases were considered with their participation in 2021, and the investors won 90 % of the disputes. As regards criminal proceedings, Chief Justice Lebedev spoke about the further humanization of criminal legislation and judicial practice. The courts terminated criminal prosecution of 22 % of defendants in 2021, appointing punishment in the form of deprivation of freedom for only 28 % of defendants.

11 January

On 7 December 2021, a seminar regarding the practice of consideration of environmental protection cases took place in the Supreme Court of the Russian Federation. It was moderated by Chief Justice Vyacheslav Lebedev and attended, in particular, by space pilot Anton Shkaplerov from aboard the International Space Station, and Mikhail Lobov, Judge of the European Court of Human Rights in respect of the Russian Federation.
